Senior Manager, Global Process Safety

Job Summary

The Global Process Safety Senior Manager for Quaker Houghton is responsible for ensuring the safe operation and integrity of our chemical manufacturing plants and QH processes worldwide. This role will work with key stakeholders to create a strategy, establish a Process Safety framework, lead the development and execution of Process Safety initiatives, and drive a culture of Process Safety excellence. As the Company SME this role is critical in preventing process safety incidents and ensuring compliance with applicable regulations, along with monitoring agencies around the world for new, emerging regulations. This person will also serve as the point of contact with the American Chemistry Council and play an essential role in supporting US sites and Quality Assurance in maintaining Responsible Care certification.

This position will develop and facilitate the Process Safety Centers of Excellence (COE) committee that will engage the appropriate Operations leaders and technical staff in discussions around alignment and sponsorship of various corporate policies, programs, procedures, and practices.

Preferably, this position will be based at a primary QH location, however, remote candidates will be considered. It is anticipated that this position will require more travel initially (~30%) and lesser after 18-24 months (< 20%).

What will you do:

Leadership and Strategy:

  • Develop and implement a global process safety management framework and strategy aligned with organizational goals:
    • Identify gaps in current Process Safety programs & compliance, initiate vision & strategy, and gain alignment and sponsorship with EHS Council,
    • Establish prioritization for the execution of programs, procedures, and practices against regulatory requirements and level of process safety risks.
    • Develop, maintain, and report key performance indicators (KPI’s) for critical process safety programs such as: Process Hazards Analysis (PHA’s), Inspection, Testing, & Preventive Maintenance (ITPM), incident investigations, Management of Change (MOC), and emergency response drills.
  • Stay current with industry best practices and emerging regulatory changes related to process safety.

Risk Assessment and Mitigation:

  • Identify and implement a global PHA solution,
  • Establish standard for developing and maintaining Process Safety Information (PSI),
  • Develop resources for conducting process hazard analysis (e.g. PHA, HAZOP, ATEX, LOPA, QRA etc.) and risk assessments:
  • Develop and implement Pre-Startup Safety Review (PSSR) program.
  • Ensure standards are in place for establishing and maintaining a register of Safety Critical Elements (SCE’s), such as Safety Instrumented Systems/Functions (SIS/SIF), pressure vessels, and pressure relief devices.
  • Works with both global & local engineering in establishing corporate standards for high-risk operations and processes involving Highly Hazardous Chemicals (HHC’s) and associated Mechanical Integrity (MI) requirements, e.g., ITPM.
  • Work with key stakeholders, e.g., engineering, quality, to identify and implement a MOC solution.

Compliance and Regulations:

  • Identify and work with EU Seveso Tier I & II facilities in developing Major Accident Prevention Policies (MAPP), compliant to applicable country regulations, e.g., UK COMAH, NL MARD.
  • Identify and work with US facilities operating OSHA PSM covered processes in assessing process safety programs and developing plans to address findings.
  • Identify and work with US facilities that have HHC’s above EPA RMP threshold quantities in assessing programs & validating proper registration. Develop plans to address findings.
  • Identify and work with China facilities subject to AQ/T 3034-2022 regulation, assessing programs & validating proper registration. Develop plans to address findings.
  • Work with non-regulated facilities/operations in assessing process safety programs for compliance against corporate standards and developing plans to address findings.
  • Develop and manage corporate Process Safety compliance audit program that meets both local regulations and/or internal requirements.

Incident Investigation and Reporting:

  • Facilitate incident investigations for process safety events, root cause analysis, and categorizing incidents in accordance with API RP 754.
  • Ensure adequate corrective actions and preventive measures are identified and implemented in liaison with local stakeholders to reduce the likelihood of recurrence.

Safety Training and Culture:

  • Develop and deliver process safety training programs for key stakeholders and operational plant personnel through the formation of a Process Safety Centers of Excellence (COE) committee.
  • Standardize employee participation in PHA’s, PSSR’s, MOC, incident investigation, emergency response training, and determining training requirements.
  • Work with key stakeholders on establishing contractor management system(s) & training requirements.

Emergency Response Planning:

  • Establish standards for developing and maintaining emergency response plans in liaison with local stakeholders for process safety incidents. Monitor the effectiveness of emergency preparedness drills and exercises,

What do we look for:

Education & Experience:

  • Masters or Bachelor of Science degree in Chemical Engineering, Safety Engineering, Mechanical Engineering, or a related field
  • Minimum 10 years’ experience in operations and 3 years managing process safety responsibilities, preferably in chemical manufacturing
  • Strong knowledge of process safety regulations and standards
  • Proficient in conducting risk assessments and using (advanced) safety software tools. Completed PHA Leader training (certification preferred)
  • Knowledge of RAGAGEP: NFPA, ASME, API, ANSI, IEC, DIN
  • Excellent leadership, communication, and problem-solving skills.
  • Statistical analysis: preferred Six Sigma certification, Greenbelt or better.

Required Skills & Competencies:

  • Strong technical and regulatory expertise in relevant environmental, health and safety regulatory requirements,
  • Excellent writing skills and experiencing in developing corporate policy & procedures,
  • Strong Microsoft Excel skills, specifically manipulating data in meaningful and valuable ways,
  • General awareness about management systems, preferably RC 14001
  • Emergency response training/certification, 24 HAZMAT certification a plus,
  • Incident investigation, root cause analysis, and corrective action management,
  • Knowledge of DevonWay or other similar incident management system (IMS),
  • Highly organized, self-motivated,
  • Excellent and professional communication skills
